Summoning new cuties is something that requires a strategy in and of itself. Each cutie that you currently have has a certain batch of cuties that they can summon at one time. Go to the Chronos Circle to see which cuties can be summoned by the ones that you already have. Zoom in and follow the lines from one cutie to the next.

Once you do that, go to the Summon Cutie area and rotate stones as needed. Then tap on one of the cuties that pops up and use your free summons. Chances for free summons restore over time; if you want to skip the cooldown time, you can pay gems to do that. You’ll get guardian souls and other items most of the time, but sometimes you’ll get a new cutie.
Use the guardian souls to level up your cuties to make them stronger. Your cuties’ levels can only be as high as your player level, so to increase your player level, go and blow your SP on various quests and other things to do in the game. Then as your character level gets higher, you will be able to upgrade your cuties in turn.
Make sure to bind your account if you want to play the game on multiple devices, or even if you think you are going to switch or delete the game at some point. You can bind either with Facebook or with an in-game account. By binding your account you will always be able to pick back up where you left off whenever you want to.
Be sure to interact with your cuties whenever you get new interaction chances. This will increase your intimacy with them, which will give them new tasks and quests to complete for large rewards. Focus on one cutie at a time, and start with the one whose current intimacy level is the highest out of all of them to begin with.
