Leveling up characters is done by earning hero shards. In order to earn hero shards, you have to battle in the arena. Once you win the battle you will have a chance at earning one random shard, although the shard might not have anything to do with the character you are using or fighting against, or even unlocked already.
If you want to increase the chance of earning hero shards, make sure to get the ad bonuses. If you watch one ad, you will have a 1.1x chance at earning the shard bonus.
